Can my child open a Junior ISA by themself?

If the child is aged under 16 the Junior Cash ISA or Junior Stocks and Shares ISA can only be opened by a person with parental responsibility for them. If the child is 16 or 17 they can open the account themselves, or a person with parental responsibility can do it for them.
